“I’m Scott Brown. I’m from Wrentham. I drive a truck. And I’m nobody’s senator but yours,” he was quoted by Reuters as telling the crowd at his victory party in Boston. He replaces the late Sen. Edward M. Kennedy in a race that many thought would stay with the Democrats.

Brown put his 2005 GMC Canyon pickup truck with 200,000 miles on the odometer front and center in the campaign, showing up at campaign rallies in it and using it in television ads.  He came dressed in jeans and work shirts. President Obama even went after the truck when he campaigned in the Bay State last weekend for Democrat Martha Coakley:

Obama, in a light-hearted vein, told they should look under the hood and shouldn’t get in Brown’s truck without knowing where it’s going.

Reporting from Port-Au-Prince, Haiti – Seated under a mango tree with helicopters and cargo planes thundering overhead, Haitian President Rene Preval had few answers to the many questions facing the head of a devastated country. He could not say how many people had died. He did not know when the roads would be cleared of debris. He wouldn’t venture a guess on whether more survivors might still be pulled from the rubble.

“We haven’t ended the rescue operations, but we know that as the days pass, the chances are getting smaller and smaller,” the president told The Times, speaking after a news conference held at what serves as his government’s headquarters: a guarded police station behind cinder-block walls near the airport.

Preval spoke in the police station’s car park. He looked shaken and did little to offer forceful reassurances to Haitians. Asked repeatedly about security, he said the police were acting in “extremely difficult conditions.”

He called on the Haitian people to “organize themselves” to maintain order.

The quake destroyed every major government building, including the National Palace, the Supreme Court and ministries. Preval told of telephoning government office after government office last Tuesday after the quake, then calling U.N. headquarters — all without answer. He then got on a motorcycle to survey the wasteland.

But he had since been largely invisible to his countrymen. His news conference was held exactly a week after the quake. When it ended, Preval turned to head back to his office in the police station. He was confronted by a woman in red.

“Mr. President! Mr. President!” she shouted. “People are dying. We have no water.

“The mayor has everything and he doesn’t want to give it up!” she said. “Please, please, please, just a bag of rice.”

“OK, a bag of rice,” Preval said. Then he went inside.

Clijsters, ranked No. 15, won the last six games after an early service break in the second set. Her next opponent will be No. 19 Nadia Petrova, one of the Russian women already into the third round after French Open champion Svetlana Kuznetsova and Maria Kirilenko advanced today.

John Vassallo, a Microsoft vice president and associate general counsel, said the company would introduce the change over the next 18 months. The company aims to satisfy a European advisory group that had been critical of how search engines collect and retain data on individuals for advertising purposes.

The concession, relatively painless for Microsoft given its tiny share of the global search market — just 3 percent — is yet another example of an American technology giant’s changing its way of doing business to suit stricter European concepts of antitrust and privacy laws.

The European Commission in December dropped an antitrust case against Microsoft after the software maker took the unprecedented step of agreeing to distribute the browsers of its competitors through its Windows operating system.

Unlike the agreement on browsers, which will be confined to consumers in Europe, Microsoft’s decision to discard data will affect users around the world, including in the United States.

Hendrik Speck, a professor of computer science at the University of Applied Sciences in Kaiserslautern, Germany, said competitors would probably follow Microsoft’s decision because consumers were increasingly concerned about online privacy amid widespread data theft and rising use of social networks.

“Google and other engines are starting to realize that consumers around the world are placing an increasing value on privacy and that can have business consequences,” Professor Speck said.

Europe is the world’s largest market for Internet searches, accounting for 32 percent of online queries, according to comScore, a market research company. The Asia-Pacific region had 31 percent of searches and North America 22 percent, according a comScore report in July. Google has a 67 percent share of the global search market, according to comScore, but a more than 80 percent share in Europe, where Microsoft has just 2 percent of the market.

In its announcement Tuesday, Microsoft said it would delete I.P. addresses after six months but would retain cookies and other session identifiers — software that recognizes a returning computer — for 18 months. In a statement, Google gave no indication it would accept the European Union’s demands. The company’s global privacy counsel, Peter Fleischer, reaffirmed Google’s policy of making user data anonymous after nine months, saying it struck the proper balance between ensuring user privacy and refining the functioning of its leading search engine.

Yahoo, which had been deleting only a portion of individual I.P. addresses, said it would now delete the entire address after 90 days and make anonymous the log of a user’s activities. Mr. Vassallo, the Microsoft executive, said his company’s decision to conform to European requests on data retention was meant to avert the possibility of new regulation.

With 99 percent of the results counted, Brown had 52 percent of the vote to 47 percent for Massachusetts Attorney General Martha Coakley, the Democratic candidate, according to the the National Election Pool, a consortium of media organizations including CNN. Independent candidate Joseph Kennedy, a libertarian who is not related to the Kennedy political family of Massachusetts, had 1 percent.

Brown’s victory made real the once unthinkable prospect of a Republican filling the seat held by Kennedy, known as the liberal lion, for almost 47 years until his death due to brain cancer last August. Before Kennedy won the seat for the first time in 1962, his older brother John held it for nearly eight years until his election as U.S. president in 1960.

“This really does change everything, you know that?” said Mitt Romney, the former GOP governor of Massachusetts who introduced Brown at his victory rally.

Voters across Massachusetts braved winter cold and snow for an election with high stakes — the domestic agenda of President Obama, including his top domestic priority, health care reform.

Brown’s victory strips Democrats of their 60-seat Senate super-majority, needed to overcome GOP filibusters against future Senate action on a broad range of White House priorities. Senate Democrats needed all 60 votes in their caucus to pass the health care bill, and the loss of one seat now imperils generating that support again for a compromise measure worked out with the House.

“Forty one, forty one,” chanted the crowd at Brown’s rally, referring to his new status as the Senate’s 41st Republican. Brown, a state senator until now, heralded his victory as the start of more election surprises in 2010.

No Republican had won a U.S. Senate race in Massachusetts since 1972, and Democrats control the governorship, both houses of the state legislature, and the state’s entire congressional delegation.

The seat vacated by Kennedy’s death is currently held by his former aide and longtime friend Paul Kirk, who was appointed on an interim basis.

Massachusetts Secretary of State Bill Galvin said last week that certifying Tuesday’s election results could take more than two weeks — potentially enough time to allow congressional Democrats to pass a final health care bill before Brown is seated.

But multiple Democratic sources said that is unlikely. Even if House and Senate Democrats could reach a deal to meld their bills and pass them in the next couple of weeks, there would be a huge outcry from not only Republicans, but also an increasingly distrustful public if they appeared to be rushing it through.

Galvin had predicted as many 2.2 million of the state’s 4.5 million registered voters would vote — at least double the turnout from December’s primary. In one sign of high interest, more than 100,000 absentee ballots were requested ahead of the election, according to Brian McNiff, Galvin’s spokesman.

Coakley was initially expected to easily win the race to replace Kennedy, who made health care reform the centerpiece of his Senate career.

Until recently, Brown was underfunded and unknown statewide. Waging a nationally backed campaign that included driving his pickup around the state, Brown surged in the weeks preceding Tuesday’s vote and led in all the final polls.

In a sign of the high stakes involved, the Coakley campaign held an afternoon news conference Tuesday to complain that voters in three places received ballots already marked for Brown.

McNiff confirmed that the secretary of state’s offices received two reports of voters saying they received pre-marked ballots. The suspect ballots were invalidated and the voters received new ballots, McNiff said.

Kevin Conroy, the Coakley campaign manager, said the “disturbing incidents” raised questions about the integrity of the election. In response, the Brown campaign issued a statement criticizing Coakley’s team.

“Reports that the Coakley campaign is making reckless accusations regarding the integrity of today’s election is a reminder that they are a desperate campaign,” Daniel B. Winslow, the counsel for the Brown campaign, said in the statement.

Obama had been “surprised and frustrated” by the race, White House Press Secretary Robert Gibbs said Tuesday.

Obama and former President Bill Clinton hit the campaign trail in the final week in an attempt to save Coakley’s campaign, which observers say was hampered by complacency and missteps.

Obama crushed Sen. John McCain in Massachusetts in 2008, beating the GOP presidential nominee by 26 points.

“If you were fired up in the last election, I need you more fired up in this election,” Obama urged a crowd at a Coakley campaign rally on Sunday.

Vicki Kennedy, the late senator’s widow, called on state Democrats to turn out to save her husband’s legacy.

“We need your help. We need your support. We need you to get out there and vote on Tuesday,” Kennedy said. “We need you to bring your neighbors. We need you to bring your friends.”

Brown, who has trumpeted his 30 years of service in the National Guard, hewed to traditional GOP themes in his victory speech. He promised to back tax cuts and be tough on terrorists, and to oppose Obama’s health care overhaul effort.

“People do not want a trillion dollar health-care plan that is being forced on the American people,” Brown said.

Brown said his victory defied “the odds and experts” who predicted that the Senate seat held by Democrats for more than 50 years would not change hands.

Instead, independent voters who outnumber registered Democrats and Republicans combined in Massachusetts strongly supported Brown.

“Tonight, the independent majority has delivered a great victory,” Brown said, later adding: “What happened here in Massachusetts can happen all over America.”

Facing the possibility of Coakley’s defeat, Democrats were trying to figure out whether they could pass a health care overhaul without that crucial 60th Senate vote. But top White House aides publicly insisted they were not engaging in any talk of contingency plans because they thought Coakley would win.

Two Democratic sources in close contact with the White House told CNN on Monday that they’d urged the administration, in the event of a Brown victory, to push House Democrats to pass the Senate’s health care bill as currently written. Doing so would prevent the plan from having to be taken up by the Senate again.

“I think the Senate bill clearly is better than nothing,” House Majority Leader Steny Hoyer, D-Maryland, said Tuesday.

To the surprise of the researchers, they found that one of the medications, the anti-acne drug Accutane, is still available on the market without a “proper risk-management program.”

The researchers also concluded that some drugs are being over-prescribed, especially benzodiazepine, used in the treatment of anxiety. Bérard conceded that some young women might be sharing the drug without the knowledge of their physician, but she urged doctors to be more rigorous and careful in prescribing medications to pregnant women. The study noted that 73 per cent of the prescriptions were written by GPs.

In contrast, obstetrician-gynecologists tend to take a more prudent approach. The Society of Obstetricians and Gynaecologists of Canada regularly informs its members about the risks of some prescription medications. For example, in a November 2007 article on statins, the society warned that “statins should be avoided during pregnancy, and pregnant women exposed to cholesterol-lowering drugs should be monitored closely.”

The researchers examined the medical records of 109,344 women gleaned from the Quebec Pregnancy Registry.

They found that 56 per cent of the women filled at least one prescription for any medication during pregnancy. Of the total number of women, 6.3 per cent took at least one drug with recognized embryo-toxic or feto-toxic effects.

Of those who took the harmful medications, 47 per cent ended up having an abortion and six per cent had miscarriages. This compares with 36.2 per cent of abortions and 4.7 per cent of miscarriages for all the women in the registry.

Among the infants whose mothers took the harmful medications, 8.2 per cent were diagnosed with a major congenital malformation. That compares with 7.1 per cent of malformations in infants whose mothers were not exposed to those medications.

Among the medications that are known to be feto-toxic are isotretinoin for severe acne, anxiolytic benzodiazepines, anti-epileptics as well as drugs for hypertension, statins and anti-coagulants.

Bérard urged pregnant women to stay more informed and ask their doctors detailed questions. She also criticized the drug industry for “sticking its head in the stand” as it aggressively markets anti-anxiety medications.
